The letter is in response to Cyrus Adler's letter to the State Department, sent right after the expulsion of thousands of Polish Jews from Germany to Poland. The arrests began on October 27, 1938. A total of about 17,000 Polish Jews living in Germany were arrested. Of these, about 8,000 to 9,000 were sent to a transit camp in Zbaszyn, Poland where they remained, unable to enter either Poland or go back to Germany. The letter by Cordell Hull, dated two days after the arrests began, informs Cyrus Adler that the American government's mission is limited to the protection of American citizens abroad, and that the protection of Polish Jews does not fall within its mission.
