A resolution of the Grodno city council from their meeting of April 23, 1919: "In response to the rumors being spread by dark, reactionary elements that the Jews or certain Jewish parties are preparing an armed uprising at the time of the German withdrawal and the arrival in the city of the Polish military, the Grodno city council maintains that the rumors are the work of provacateurs and can only lead to extremism. Therefore, the city council orders the population not to belive in the rumors and to remain calm during the forthcoming events, and in the event of any confusion to rely on the city council as the sole representative of the population, which must, in this difficult time, take upon itself the responsibility of maintaining order and peace in the city."
