Joint resolution of the Bund (Algemeyner Yidisher Arbeter Bund in Lite, Poyln un Rusland - The General Union of Jewish Workers in Lithuania, Poland  and Russia), Vilna and the Vilna Committee of the Social Democratic (S.D.) Party in response to the prospect of World War I ending and the redrawing of the national boundaries of Lithuania and White Russia as part of a negotiated peace settlement. The resolution states that the fate of these territories should be democratically decided by the entire populace rather than by back-room diplomacy and that workers should seize the political moment and organize themselves to protect their interests.
