The Jewish community of Minsk, Byelorussia was represented by the community council (kehillah) from the 16th century through 1920.  Under the Tsarist regime, the kehillah was in charge of internal Jewish affairs and was empowered to collect taxes. The kehillah was dissolved after 1920 when Minsk became a Soviet possession.
