He addresses the following issues: 1) The law regarding obligatory observance of the Sonntagsruhe (Sunday Sabbath), that required the closing businesses and factories; 2) The application of the numerus clausus (quota) on admission of Jews to institutions of higher learning in Poland, especially in the field of medicine, the attempts of the right-wing and antisemitic youth to have a general numerus clausus established for Jews, and the opposition to the numerus clausus on the part of idealistic professors and progressive youth; 3) The economic problems faced by Jewish youth in Poland, who are forced to study law or liberal arts because they are kept out of medical school.  Those who complete their studies in the liberal arts then cannot get jobs because they will not be hired by state schools. Those in the legal profession can’t find jobs or make a good living because there are too many lawyers.
