Appeal for funds issued by the  Zionist organization Hehaluz in Vilna.  Even though restrictions on Jewish immigration to Palestine have eased, there still aren't enough certificates available for Jews who wish to immigrate there, and even those who might be eligible for them, such as members of hakhsharot (training farms that prepared young Jews for settlement in Palestine) do not have enough money to cover their expenses. Since most the latter are recruited from poor families, they cannot turn to their relatives for aid. "And so the comrade, poised on the threshold of fulfilment, remains suspended in the air with no way out."
